Is the hub Down? or Have I been Kicked Out?

I got disconnected and when i try to re enter Im getting the following:
" Connection refused by target machine" ..Is the hub down or have I been Kicked out? Please let me know .. If I have been kicked out why?
 
I have to go over there and restart computer. It seems that newest version of DC++ has problems. Last summer we had 30+ days without restart.
